4. As to brothels it may be remembered that the great increase in their number was referred to by the Colonial Surgeon in his report for 1881. I am satisfied that everything is now done by the Registrar General, which the present state of the law permits him to do. The difficulty experienced in suppressing them is recognized by Dr Hokai in his address, and is explained in the Registrar General's report accompanying the memorial: 240 houses suspected of being unregistered brothels have been visited by the Registrar General's Officers since 1st April last, and 1/2 summonses have been issued by him. The consequence has been that a number of women living in these places have either gone into registered houses or left the Colony.
